Use a tape measure to find the width of the window. Multiply the measurement width by 2, and plan to make two curtain panels for the window, and the liner, at this measurement. Find the height of the small window curtains using measuring tape. Add at least 6 inches to the height measurement so that the edge of the curtains will fall below the edge of the window. Add more length to the measurement for longer curtains. Plan to make both curtain panels, and lining, on this length.
Place the small window curtains face down on a large work surface. Use a yardstick to measure the fabric according to your width and height dimensions. Mark the fabric with a fabric marker by running the pen along the edge of the yardstick, using it as a straight edge. Cut the fabric size using fabric cut scissors. Place the insulating fabric face down on the work surface. Use the yardstick and the fabric marker to measure and mark the fabric according to the same width and height measurements that you used for curtain fabric. Use fabric cutting scissors to cut the liner to size.
